Mission Statement

The mission of the
Vance, Warren, Granville and Franklin (VWGF) Regional Resource Center (DRC) is to reduce criminal recidivism of participants through a highly structured intermediate sanction program whereby behavioral patterns that have resulted in criminal activity are measured and modified. 


Philosophy

The philosophy of the
VWGF Regional Resource Center is to change behavior patterns among targeted offenders.  This philosophical approach means empowering the offender with a basic education, functional skills, and vocational skills in a highly structured environment.


General Ov
erview

The VWGF Regional Resource Center is an intermediate level punishment under North Carolina’s Structured Sentencing. The objectives of the VWGF Regional Resource Center are to reduce repeat offenses and probation revocations through facilitating change in behavior patterns of the offenders who participate.  The program is designed to work with young (18-45 years old) nonviolent offenders afforded a productive alternative to prison. 

Eligible offenders sentenced to the VWGF Regional Resource Center are required to report to the program in accordance with their approved daytime or evening schedules.   In addition to being supervised on probation, participants are expected to complete community service obligations and participate in any assigned programmatic tracks. Offenders typically receive comprehensive substance abuse and educational assessments within the first week of placement.  Subsequently, a case management plan is developed and implemented according to their identified needs and abilities. All daytime and evening services are provided onsite  by VWGF Regional Resource Center staff and employees of Vance Granville Community College, the 9th Judicial District Office of Probation, and Comprehensive  Counseling Services, LLC.

Offenders are placed at the VWGF Regional Resource Center as a condition of probation and participate in the

following services:

· Outpatient Substance Abuse Assessment and Treatment
· 
Basic Skills/GED Education
· 
Life Skills Training
· 
Certified Vocational Training
· 
Job Training and Placement

The typical length of enrollment is 120-180 days. Upon successful completion of the  DRC assignment, an offender is discharged sober with an employable skill and the basic education needed for a productive life free of crime and chemical dependencies.
